Cultural wellbeing activities in the wellbeing services counties: goals, operating models and funding
The research examines the goals, responsibilities, operating models and funding of cultural wellbeing activities in the Finnish wellbeing services counties. The purpose is to create a comprehensive picture of the organization of cultural wellbeing activities by each wellbeing services county.
The health and social services reform transferred the tasks and organization of public health, social services and rescue operations from the municipalities to the new wellbeing services counties from January 1, 2023. As a result, there is no clear picture of the resourcing and operating methods of cultural wellbeing activities in different wellbeing services counties. With the reform, the operational structures and networks of cultural wellbeing activities had to be rebuilt.
The research focuses on describing the current state of cultural wellbeing activities in wellbeing services counties and highlights good practices, especially in terms of strategic guidance and funding.
The study seeks to answer the following questions:
1. What kind of goals are set for cultural wellbeing in different wellbeing services counties?
2. How cultural wellbeing activities are being organized in different wellbeing services counties and which entity/task is responsible for them?
3. How money is allocated to cultural wellbeing activities in wellbeing services counties?
4. What operational models and development needs exist in different wellbeing services counties in terms of cultural wellbeing?
The research is implemented between 09/2024 and 5/2025. It is funded by the Ministry of Education and Culture and Arts Promotion Centre Finland (Taike).
