Collective management of copyright

The project examines the collective management of copyright in Finland.

It is a part of Cupore’s continuous assessment of the Finnish copyright system based on themes changing each year. The project will be implemented in 2020–2021.

Collective management organizations are important actors in the copyright system. They grant licenses on behalf of copyright holders, thereby facilitating access to works and diminishing transaction costs. The practices and operation of collective management organizations need to be assessed objectively to ensure that they are fulfilling these roles in a fair and efficient manner.

The first part of the project covers the organization and operation of collective copyright management. It provides an overview of the activities and contractual practices of collective management organizations operating in Finland and collects information on the collection and distribution of copyright revenue.

The second part of the project is to assess whether the operation of collective management organizations meets the various generally accepted principles of good governance. The evaluation is based on Cupore’s publication Assessing Governance in the Context of Copyright Systems, which proposes a framework for assessing the governance of the copyright system at national level.

The data will be collected through desktop study, interviews and survey. The objective is to provide reliable information analyzed in an objective and impartial manner, in order to increase transparency and create an information base for public discussion and political decision-making.
