Study of state subsidies for promoting cultural activities of disability communities and the accessibility of culture
The Ministry of Education and Culture commissioned Cupore to carry out a study of the effectiveness of the state subsidies for promoting cultural activities of disability communities and the accessibility of culture.
The subsidies have been granted by the Ministry of Education and Culture since 2005 from the proceeds of Veikkaus, the Finnish national lottery. Subsidies to promote accessibility of culture can be applyed by both disability organisations as well as various arts and culture organisations. The effectiveness of the subsidies or a need for further development has not been assessed before.
As a part of the study Cupore was asked to present a proposal on how the access and equal participation to arts and culture could be better achieved through state subsidies.
The study was carried out in cooperation with the successful applicants, other necessary non-govermental organisations and communities, Culture For All Service and with the Ministry of Education and Culture.
A final report of the study was published in March 2017.
